Cafe Irreal publishes fiction which “rejects the tendency to portray people and places realistically and the need for a full resolution to the story; instead, it shows us a reality constantly being undermined” (from the website). They accept unsolicited submissions of up to 2,000 words. Payment is 1 cent/word ($2.00 minimum) and they are now open to submissions. They are a quarterly publication. See their Guidelines page for detailed information and deadlines.
